第9回アフリカ開発会議（TICAD9）

  8月20日～22日に横浜で第9回アフリカ開発会議（TICAD9）が開催され、「TICAD9横浜宣言」が採択されました。
  文部科学省としても、TICAD9における成果を活かしながら、若者・女性を中心にした教育交流・人材育成や科学技術協力のほか、文化・スポーツ交流の促進に取り組んでいく予定です。

  文部科学省では、TICAD9に向けて、アフリカ諸国との連携強化を図るべく、昨年12月に省内 プロジェクトチーム を設置し、文部科学省における対応について検討を進めてまいりました。

  その取組として、あべ大臣は、7月末に、ガーナ教育省と関係強化のための意向表明書（LOI：Letter of Intent）を署名するとともに、8月19日には、エジプト教育・技術教育省ともLOIを署名しました。
  本LOIを踏まえ、今後は、両省間で政策対話を進めながら、日本型教育や職業教育訓練、特別支援教育等の幅広い分野の連携を図ってまいります。

  そして、TICAD9会期初日の20日、あべ大臣は、テーマ別イベント「日本とアフリカ間における国際頭脳循環の促進」に出席し、世界銀行、JICA及び文部科学省の間でアフリカにおける高等教育支援に関するLOIの署名を行いました。その後、世界銀行のディアガナ西部・中部アフリカ地域担当副総裁等と会談も行いました。
  本LOIを踏まえ、今後は、定期的な情報交換等を通じ、人的交流の促進や研究力の強化をはじめとするアフリカと日本の大学の協力関係を強化してまいります。

  また、同日、あべ大臣は南アフリカのンジマンデ科学技術イノベーション大臣と、今後の協力関係の強化に向けた意見交換を行いました。

  21日には、JSTが主催する日本とアフリカの高校生による科学技術ワークショップにおいて活発な議論を聞き、また、AMEDにおけるアフリカの取組を紹介するセミナーにも参加しました。

  22日には、テーマ別イベント「未来をともに育む：グローバルなパートナーシップを通じた学校給食推進における日本の役割」及びTICAD9本会合の閉会式に出席するとともに、リベリアの教育大臣との会談を実施しました。

  さらに会期中、文部科学省の教育・科学技術・文化・スポーツ各分野におけるテーマ別イベントやブース展示はじめ、大学や企業等のブースなども見て回りました。

  あべ大臣は、これらTICAD9における成果を活かしながら、引き続きアフリカ諸国との更なる連携強化を図っていくと述べました。

【The Ninth Tokyo International Conference on African Development (TICAD 9)】

The Ninth Tokyo International Conference on African Development (TICAD 9) held in Yokohama from August 20 to 22, concluded with the adoption of the “TICAD 9 Yokohama Declaration.”
MEXT will leverage the outcomes of TICAD 9 conference to promote educational exchange, human resource development, and scientific and technological cooperation, focused on youth and women, as well as cultural and sports exchanges.

In preparation for the conference, MEXT established an internal project team in December 2024 to strengthen cooperation with African countries and has been advancing discussions on its response.

As part of these efforts, Minister Abe signed a Letter of Intent (LOI) at the end of July with Ghana's Ministry of Education to strengthen ties. And on August 19, the minister also signed an LOI with Egypt's Ministry of Education and Technical Education.
Based on these LOIs, policy dialogue will now advance between the respective ministries, aiming to advance collaboration across a broad range of fields including Japanese-style education, vocational education and training, and special needs education.

On the opening day of the conference, Minister Abe attended the thematic event, “Promotion of International Brain Circulation between Africa and Japan” and signed an LOI on supporting higher education in Africa between the World Bank, the Japan International Cooperation Agency (JICA), and MEXT. The minister also held talks with Ousmane DIAGANA, World Bank’s Regional Vice President for Western and Central Africa.
Based on this LOI, MEXT will strengthen cooperation between African and Japanese universities, including promoting personnel exchanges and enhancing research capabilities through regular information sharing and other measures.
On the same day, Minister Abe also exchanged views with Blade NZIMANDE, South Africa's Minister of Science and Technology Innovation, on strengthening future cooperation.

On August 21, at a science and technology workshop for Japanese and African high school students hosted by the Japan Science and Technology Agency (JST), Minister Abe listened to lively discussions and participated in a seminar introducing the Japan Agency for Medical Research and Development’s (AMED) initiatives in Africa.

On August 22, Minister Abe attended the thematic event, “Feeding Futures: Japan's Role in Advancing School Meals through Global Partnerships,” the closing ceremony of TICAD 9 Plenary Session, and held talks with Dr. Jarso Maley Jallah, Liberia’s Minister of Education.

Furthermore, during the conference period, Minister Abe toured thematic events and booth exhibits by MEXT covering education, science and technology, culture, and sports, as well as booths by universities, companies, and other organizations.

Minister Abe said MEXT will build on the outcomes achieved at the TICAD 9 and continue to strengthen cooperation with African countries.
