TICAD9（1日目）：あべ大臣がテーマ別イベント「日本とアフリカ間における国際頭脳循環の促進」に出席、南アフリカ共和国との会談を実施

  8月20日、あべ大臣がアフリカ開発会議（TICAD9）のテーマ別イベント「日本とアフリカ間における国際頭脳循環の促進」（主催：国際協力機構（JICA）、共催：世界銀行、アフリカ開発銀行、文部科学省）に出席しました。イベントにおいては、JICAから日本とアフリカの大学間における学術ネットワーク（AJ-INSPIRE）の立ち上げが表明された後、世界銀行、JICA及び文部科学省間のアフリカと日本の大学間の連携強化に関する意向表明書への署名が行われました。

  意向表明書の主な内容としては、
・人的交流の促進：アフリカと日本の大学間の交流・共同事業を通じたネットワーク構築
・研究力の強化：アフリカの大学の研究・教育能力を高め、国際的に認知される拠点へ
・産業対応型人材育成：産業界のニーズに応える教育を通じて、実践的な人材を育成
について協力を推進することとしています。

  署名後、あべ大臣は、
「アフリカ大陸における高等教育の発展は、経済成長や社会的発展、イノベーションの基盤として極めて重要であると認識しております。文部科学省としても、本日署名したLOI（意向表明書）に基づき、世界銀行やJICAとの連携強化を図り、人的交流の促進や研究力の強化をはじめとするアフリカと日本の大学の協力関係の構築を支援して行きたいと考えております。」
と述べました。

  その後、署名式で共に意向表明書への署名を行った世界銀行のディアガナ西部・中部アフリカ地域担当副総裁等と会談も行い、実施に向けて緊密に連携して取り組むことを確認しました。

  また、同日、南アフリカ共和国のンジマンデ科学技術イノベーション大臣と会談を行いました。会談でンジマンデ大臣からは、これまでの日本との研究協力への感謝と、今後の両国間での研究者育成や、産業界を含む研究協力等への期待が述べられました。
  あべ大臣からは、訪問を歓迎するとともに、引き続き、研究協力や人材交流、日本アフリカ大学交流会議等の対話の機会を通じて、南アフリカとの関係を強化していきたいとの意向を示しました。

【TICAD9: Minister Abe Attends Thematic Event “Promotion of International Brain Circulation between Africa and Japan” and holds Bilateral Meeting with the Republic of South Africa】

On August 20, Minister Abe attended the thematic event of the Tokyo International Conference on African Development (TICAD9) titled “Promotion of International Brain Circulation between Africa and Japan.”
During the event, the Japan International Cooperation Agency (JICA) announced the launch of AJ-INSPIRE (Africa-Japan Initiative for Scientific Partnership in Innovative Research and Education), a new academic network between Japanese and African universities.
Following the announcement, a Letter of Intent (LOI) was signed among International Bank for Reconstruction and Development and International Development Association, Ministry of Education, Culture, Sports, Science and Technology of Japan (MEXT), and JICA regarding cooperation to support higher education centers of excellence in Africa.

The main contents of the LOI include:
・Strengthening Relationships and Promoting Human Exchange: Building academic networks through university exchanges and joint initiatives between Africa and Japan
・Enhancing Research Capabilities and Academic Excellence: Strengthening African universities to become internationally recognized centers of excellence
・Developing Industry-Responsive Human Resources: Training practical human resources aligned with industry and societal needs

After the signing, Minister Abe stated:
“We at MEXT recognize that the development of higher education on the African continent is extremely important as a foundation for economic growth, social development and innovation. Based on the LOI (Letter of Intent) we just signed, MEXT intends to strengthen our cooperation with the World Bank and JICA to support the building of cooperative ties between African and Japanese universities. This starts with the promotion of people-to-people exchanges and the strengthening research capabilities.”

Later in the day, Minister Abe held a meeting with Mr. Ousmane Diagana, Vice President for Western and Central Africa at the World Bank, who co-signed the LOI. Both parties reaffirmed their commitment to close collaboration in implementing the agreement.

In addition, a bilateral meeting was held with South African Minister of Science and Technology Innovation, Professor Nzimande.

Minister Nzimande expressed gratitude for the research cooperation with Japan and expectations for future research cooperation, including the training of researchers and cooperation in industry.

Minister Abe warmly welcomed the visit and expressed intention to continue strengthening relations with South Africa through research cooperation, human resource exchanges and dialogue opportunities such as the Japan-Africa University Exchange Meeting.
