"Transfer admission" means admission to a school of another type in the middle of its educational course by skipping part of said course, which is permitted for a person who has graduated from a certain school (mid-course admission). In this case, legal grounds for admission are required as it is an exception to legal graduation requirements.
  Transfer admission to a university is permitted only for a person falling under any of the following.
1. A person who has graduated from a junior college (including a foreign junior college and a school designated as equivalent to a foreign junior college in Japan (a foreign university branch in Japan designated by the Minister of Education, Culture, Sports, Science and Technology (equivalent to a junior college)) [Article 108, paragraph (7) of the Act]
2. A person who has graduated from a college of technology [Article 122 of the Act]
3. A person who has completed a postsecondary course of a special training college (limited to a course of not less than two years and consisting of not less than 1700-hour classes or 62 credits) [Article 132 of the Act]
4. A person who has completed an advanced course of an upper secondary school of not less than two years that further satisfies other standards specified by the Minister of Education, Culture, Sports, Science and Technology [Article 100-2 of the Enforcement Regulation]
* Transfer admission to a graduate school is not permitted.
* Transfer admission to a university is not permitted for a graduate from an academy or college established by a ministry or agency.
