1. Outline of the system

 Based on the amendment of the ministerial regulations on December 13, 2004, the Minister of Education, Culture, Sports, Science and Technology (hereafter referred to as "the Minister") can designate locations in Japan that are formally recognized as educational institutions*1 offering courses of a foreign university, graduate school or a junior college (hereinafter referred to as a "university, etc.") *2 in the school education system of the home country.

 Qualification for admission to a Japanese graduate school, qualification for admission to a Japanese university as a transfer student and transfer of credits to a Japanese university, among other things, will be recognized as regards students from the designated location in Japan of a foreign university.

(※1) To be recognized as a location in Japan that is formally recognized as an educational institution offering courses of a foreign university, graduate school or a junior college in the school education system of the home country, the following conditions should be met:
The school education system of the home country allow to establish a location of an educational institution in a foreign country.
The main campus recognizes the location in Japan as a formal location of the university.
The degree awarded at completion of a course at the location in Japan is that of the main campus of the foreign university.
Credits awarded at the location in Japan are those of the main campus of the foreign university.

(※2) A "foreign university" means an educational institution equivalent to a Japanese university (a higher education institution that admits students who completed primary and secondary education of approximately 12 years, the course duration of which is four to six years, and entitled to grant degrees with international validity) located in a foreign country. Similarly for a "foreign graduate school" or a "foreign junior college."
