Concerning the implementation of educational policies, it is necessary to obtain the participation and collaboration of various members of society, such as the local community, companies, NPOs, and individual families. Wide dissemination of the meaning and purpose of each measure is needed for the government to involve every member of society.

However, thus far, it has been noted that outside the field of educators, the understanding and recognition of the Basic Plan for the Promotion of Education are often not as high as expected. Therefore, it is necessary to transmit clear information on as many occasions as possible, understand citizens’ opinions, and attempt to incorporate their expectations in the measures hereafter.
