As part of efforts to promote quality-assured university exchange in accordance with agreements from trilateral summits held in October 2009 and May 2010, the second meeting of experts from Japan, China and Korea will be held in Beijing on December 10th.

1. Overview

 At the second trilateral summit held in Beijing last October, university exchange was raised as an area for future cooperation. Then Prime Minister Hatoyama proposed establishing an intergovernmental expert committee to investigate how to conduct high-quality credit transfer and exchange programs among the three countries' universities as well as organizing an international symposium to discuss strengthening university exchange in Asia. Both China and Korea accepted this proposal.

 The First Japan-China-Korea Committee for Promoting Exchange and Cooperation among Universities (Attachment 1) was held in April 2010, and it was agreed that this concept would be referred to as “Campus Asia” and that a Working Group on the Exchange Program and a Working Group on Quality Assurance would be convened to advance expert discussions.

 At the third trilateral summit held on Jeju Island in May 2010, leaders of the three nations agreed on the early realization of the “Campus Asia” concept - centered on Japan, Korea and China and including ASEAN members and other countries. In light of this, meetings of the two working groups were held in Tokyo in August (Attachment 2).

 The Second Japan-China-Korea Committee for Promoting Exchange and Cooperation among Universities will be held in Beijing next week. In the upcoming meeting, members are scheduled to discuss the following matters in light of agreements to date: guidelines for quality-assured exchange programs among Japan, Korea and China, a trilateral pilot program, and a framework for the international symposium slated to be held next March in Tokyo.

 The following representatives from each country's universities, quality assurance agencies and government agencies are scheduled to attend.

4. Outcome of the Meeting

 The outcome of the meeting will be released around 9 p. m. on December 10th.

Course of developments to date and upcoming schedule
