The Ministry of Education, Science and Culture has been engaged in the consolidation of school physical education facilities and the sponsorship of lecturing and training sessions for the enrichment of instruction in physical education. The Ministry revised the Course of Study in March 1989 to emphasize physical education and sports for all, and the improvement of physical fitness.

Athletic clubs are meaningful in promoting the development of minds and bodies of pupils through developing individual traits, taking certain part in a group, cooperation and efforts towards common goals. Measures are thus taken to provide proper instruction in the club activities.
