(2) Sources of Public and Private School Education Expenditures


Change in the distribution of the share of public and private school education expenditures, classified by establishing body, is shorn in Table 5-5.

Comparison of the share borne by each source of educational funds between fiscal 1965 and fiscal 1973 shows that the share borne by local governments (establishing bodies of local institutions) increased in local institutions and that borne by school juridical persons, etc. (establishing bodies of private institutions) declined in private institutions. The proportion of tuition and other fees paid by students has been generally taking a downward turn.

On the other hand, the share borne by national and local governments in the expenditures for private schools has been showing a gradual increase. It is thought to be attributable to the gradual expansion, since fiscal 1970, of national and prefectural government subsidies of the current expenditures for private schools.

Next, distribution of educational expenditures by the share borne by various sources, classified by educational level is shown in Table 5-6.

Nearly all of the national govienment's financial share is allocated to compulsory and higher education.

The share boyne by local goverr;rne-ny is fairy high in compulsory education and upper secondary schools as is that borne by school juridical persons, etc. in upper secondary schools and higher education.

In addition, the amount of tuition and other fees borne by each student for fiscal 1965 and fiscal 1973, and their rates of increase are shown in Table 5-7.
