3 Sources of Fducational Expenditures
(1) Sources of Ptiblic and Pdvaae Educationa1 Fxpenditures


Change in the amotnt and propcortion of public and private educational expenditures borne by tha national gcvenmernt, local governments (net total expenditures borne by prefectural governments and municipal governmeruts), school julridical persons, etc, respectively, are shown in Chart 5-8.

Chart 5-8. Public and Private Educational Expenditures, Classified by Source

Public and private educational expenditures totalled \6,200 billion in fiscal 1973, of which the. share borne by 1ocal governments was the highest, followed by that of the. natiorual government and that of school juridical persons etc in that order. Since fiscal 1965, the share boine by the national government has been declining, while that of local govemments has been on a steady increase. The share borne by school juridical persons etc was large in fiscal 1965 probably because privae upper secondary schools and universities were expanding during those years.
