  In order to ensure a measure of reliability,safety,and confidence in science and technology,which is subject to significant advancements and increasing complexity,engineers must not only be capable of taking charge of practical duties,but also must be bound by an elevated code of professional conduct regarding their responsibilities to society and to the public,which serves as the basis for their activities.

  For this reason,the Professional Engineer Law revised in FY2000 stipulates that Professional Engineers who have been certified as having advanced and specialized skills in science and technology have a responsibility to avoid damaging the public interest.Beginning in FY2001,the national test for Associate Professional Engineer includes questions on competency.
