5. The Issue of Utilizing Foreign Researchers and Engineers


For the purpose of elevating the mind-set of Japanese researchers and producing excellent achievement amid the international competition, inviting foreign researchers will be effective measures.

Businesses that have no experience in such recruitment are listing following major reasons for employing no foreign researchers: "Not necessary"(66.2%), "Problem in communication with Japanese researchers" (40.4%), and "Difficulty in performance evaluation" (25.1%). Conversely, businesses that have actual experience in recruiting them are indicating much smaller figures as 2.7%, 11.9%, and 4.1% for these problems respectively. In fact, businesses with the actual recruiting experience are placing high value on recruiting foreign researchers.
