Engineers who are responsible for Japan's technological innovation with their high expertise are playing an important role in strengthening international competitiveness of Japan. Amid the swift advancement of technologies and ongoing globalization of economic activities, it is important to foster and secure sufficient number of high quality engineers who can support Japan's technological fundamentals and extend their activities across the boarders.

For the purpose of improving engineering education at universities, the Japan Accreditation Board for Engineering Education(JABEE) has been established.

And, to promote the Mutual Recognition of Engineering qualification within the APEC region, the registration of APEC Engineer was begun.

As competent and ethically ruled Engineer, the importance of Professional Engineer is increasing. So the qualification of Professional Engineer is required when applying for the APEC Engineer. The Professional Engineer Law was amended in April 2000 to pursue basic equivalence with international Engineering qualification.
