Part 1: New Developments in Science and Technology Policy: Responding to National and Societal Needs


Some of important problems confronting Japanese society are linked each other, and the linkage makes difficult to solve such kind of problems. How to use the national intelligence is important to solve them. Scientific and technological activity, the essence of which is the creation and application of knowledge, is being looked forward more important than before in solving important national problems. On the other hand, it is important to imagine that science and technology is able to change socioeconomic systems in a short period. Telecommunication technology and life science provide some examples.

The interim summary of evaluation about ongoing Science and Technology Basic Plan requested the Government to promote basic research and set the plain scientific and technological targets to solve national and societal problems.

This part of the Report considers what must be done in order for science and technology to respond to national and societal needs.
