Introduction

The Science and Technology Basic Law (Legislation No. 130, 1995) obligates the Japanese Government to report annually the policy measures implemented with regard to the promotion of science and technology to the National Diet.

This report was produced as the annual report introducing the science and technology promotion measures taken by the Japanese Government in FY 1998, responded to the obligation above.

This report is constructed with three parts. The annual policy measures is assembled in Part 3, and Parts 1 and 2 is produced to introduce the current status and to consider future trends of scientific and technical activities to help getting greater understanding of the science and technology promotion measures.

Part 1, entitled "New Developments in Science and Technology Policy: Responding to National and Societal Needs," considered what is needed in order for science and technology - which today are the very engine of socioeconomic change - to better respond to national and societal needs. Part 2 uses various data to compare scientific and technological activity in Japan with that in other principal nations.

This article is to translate briefly the first part of the report to get better understanding widely.
