(4) Review of Treasury Funding of Tuition Fees: Universities' Self-help Efforts


The rapid expansion of higher education has put a considerable strain on government finances. The government is now considering changes to tuition fees, which have traditionally been paid by the treasury. Universities are under pressure to secure funding through self-help efforts, and many universities are actively introducing private-sector funds through research contracts with companies and other organizations. They are also recruiting foreign students because of the potential to gain high tuition fees. Universities are also striving to maximize their government subsidies by increasing enrollment, which is one of the criteria for subsidy allocations.
