2. Fostering and Utilizing Able Sports Instructors


The fostering of high-caliber sports instructors is an essential part of efforts to ensure that sports are both enjoyable and safe. Instructors must have the ability to gauge people's sports needs accurately and provide appropriate guidance. These skills require specialized knowledge and broad-based cultivation, as well as advanced instruction techniques. The Ministry of Education, Science and Culture and prefectural governments are implementing a variety of instructor training programs for this purpose.

Under the Regulations Concerning the Certification of Knowledge and Skill Assessment for Sports Instructors (Ministry of Education, Science and Culture Notification, January 1987), the Minister of Education, Science and Culture certifies sports instructor training programs operated by sports organizations that meet certain standards. The purpose of this system is to encourage the training of high-caliber sports instructors capable of responding to diverse and sophisticated sports needs.

The Ministry of Education, Science and Culture and prefectural governments are establishing "sports instructor banks" and various other systems to ensure the effective utilization of instructors with advanced instructional skills developed through these programs.
