The sports promotion measures that are being implemented by the Ministry of Education, Science and Culture are based on the recommendations in a November 1989 report of the Health and Physical Education Council titled "Policies for the Promotion of Sports for the Twenty-first Century." In line with these recommendations the Ministry is implementing a number of measures, including the development and improvement of sports facilities, the promotion of sports-for-all (lifelong participation in sports), and competitive sports.

The report also advocates several new measures, including the coordination of amateur and professional sports and the establishment of a fund based on donations from the private sector and other sources. In December 1990 the Ministry responded to these recommendations by establishing the Sports Promotion Fund within a special corporation, the National Stadium and School Health Center of Japan. This fund is now playing an important role in the promotion of sports in conjunction with central government measures.
