3. Subsidies and Grants to Private Special Training Colleges


The Ministry of Education, Science and Culture provides subsidies for expenditures on large-scale educational equipment, such as computers, to school corporations that establish private special training colleges (postsecondary course) with the aim of providing enhanced education to enable people to keep pace with new technology in various fields. Despite the difficult fiscal situation, 628 million yen was allocated for this purpose in fiscal 1994. The Ministry also provides encouragement, including subsidies, for in-service training programs for teachers and other activities implemented by the Senshugakko Education Center in order to improve the quality of teachers in special training colleges.

Prefectural governments, which have jurisdiction over private special training colleges, provide grants for current expenditures and other expenditures. Subsidies to special training colleges are therefore added to the local allocation tax. The amounts provided have been increased over the years.
