2. Measures to Promote Dowa Education


The Ministry of Education, Science and Culture is working to enhance dowa education through implementation of the following measures.


1. Implementation of dowa education under the new Courses of Study:

Under the new Courses of Study, special emphasis is placed on dowa issues in "social studies" and "moral education." In "social studies," for example, students are taught the importance of respect for fundamental human rights in the context of study of the Constitution. Related instruction in "moral education" includes guidance in the need to behave fairly and without discrimination.


2. Designation of education promotion regions:

To improve and expand dowa education, the Ministry has commissioned designated education promotion regions and pilot schools to carry out practical research programs. The results of this research are presented at study meetings as part of efforts to enhance dowa education. The Ministry also prepares dowa education materials for distribution to boards of education throughout Japan.


3. Subsidies for encouragement of entry to upper secondary schools and other schools at the upper secondary level:

The Ministry provides subsidies to prefectures and designated cities that have programs to provide scholarships and other assistance to encourage relevant children in designated regions to enter upper secondary schools and other schools at the upper secondary level when this would otherwise be impossible for financial reasons. The subsidies cover two-thirds of the cost of these programs. The per capita payment for scholarships was increased in fiscal 1994.
