1. Basic Thinking


The basic task of dowa education is to eliminate irrational prejudice against buraku people, which is still deeply rooted in Japanese society, and to instill in all students the spirit of respect for human rights, in accordance with the principle of equality under the law. To achieve these aims, the Ministry of Education, Science and Culture has been working for many years to promote dowa education under the following policies as a means of raising awareness of the importance of respect for the fundamental human rights of all citizens while eliminating educational disparities and enhancing cultural and educational standards in designated regions.

1. Ensuring that education throughout Japan is based on respect for fundamental human rights, in accordance with the spirit of the Constitution of Japan and the Fundamental Law of Education
2. Promoting education based on awareness of local circumstances and consideration of those circumstances
3. Ensuring that dowa education is clearly separated from political and social movements in order to maintain the "neutrality of education"
