2. Revitalization of Boards of Education


Coordinated efforts by the central government and regions are vital to the integrated and effective implementation of educational administration. It is also vital that boards of education adapt appropriately to social change, autonomously and actively develop educational policies that meet the expectations of their communities, and revitalize their policies. On the basis of a report from the Consultative Committee for Research and Surveys Regarding the Revitalization of Boards of Education, the Ministry of Education, Science and Culture is encouraging boards of education to select appropriate personnel as board members and superintendents and provide improved remuneration to these people, to improve the structure and efficiency of their administrative systems, and to implement policies that reflect the wishes of local communities.

The Ministry is also implementing measures to expand training for board of education members. In addition, a symposium on the revitalization of local boards of education is held each year to introduce innovative and superior policies developed by boards of education in various regions and to promote contact among boards in different regions. In addition, the Ministry publishes collections of case studies of innovative activities that have contributed to the revitalization of boards of education in various regions. The purpose of these case studies is to provide reference materials for the development of measures that accurately reflect local needs.
