1. Locally Based Activities and Regional Revitalization Through Educational Policies


Educational administration has a close bearing on the day-to-day lives of individuals. It is a particularly important facet of administration in local communities, which are the environments in which people actually live.

Locally based learning activities, especially in the fields of social education, culture, and sports, have become extremely popular in recent years, and local governments are implementing a variety of measures in these areas. The Ministry of Education, Science and Culture implements a wide range of model programs and supports programs in local communities. The Ministry also encourages universities and other institutions to cooperate with communities and provides support for such efforts.

The Ministry is working to contribute to regional revitalization through educational policies in general by providing support for policy-based efforts at the local level, including the collection, analysis, and distribution of information relating to regional revitalization policies based on autonomous and active innovations in the field of education by local governments. In October 1993 a senior specialist in community development policies was appointed to the Ministry's Policy Planning and Coordination Division to establish an organization for this purpose.
