5 Issues Concerning International Scientific Exchange


In promoting international scientific exchange, participating universities and research institutes should upgrade their research environments to international standards in order to accept as many foreign researchers as possible. Centers of excellence which are attractive to foreign researchers should also be constructed.

Other measures to be taken include: (1) the positive support for the exchange of researchers and research cooperation, (2) the promotion of scientific cooperation with developing countries,(3)strengthening the ability to disseminate scientific information and(4)the improvement of conditions for accommodating foreign researchers.
