Since 1987, the Ministry has endeavored to establish centers for cooperative research at national universities to promote full-scale cooperation through joint research, contract research, etc. with the private sector. The centers also offer cooperation and assistance for technological education of engineers and researchers at private companies, as well as technological counseling for developing their research.

Moreover, the category of Developmental Scientific Research in the Ministry's grants-in-aid system is aimed at promoting applied research whose outcome is likely to be put into practical use. Many researchers from the private sector are par-ticipating in research in this category.
