In order to train and secure outstanding researchers who are able to cope flexibly with new developments in scientific research, and in order to maintain future research vitality in universities and other advanced institutions of scientific research there by enhancing Japan's research level, four measures should be taken. These are (1) to enrich graduate schools in both quality and quantity, (2) to further strengthen fellowship programs such as the Fellowship Program for Young Japanese Researchers of the Japan Society for the Promotion of Science,(3)to expand scholarship programs for graduate students, and (4) to promote the mobility of researchers through personnel exchange or by other means.
