2. Promoting Sports for All


The improvement and enrichment of physical education/sports facilities are the basic conditions for people to enjoy physical education and sports. The Ministry of Education, Science and Culture provides subsidies for the improvement of public sports facilities as places for sports activities of local residents and encourages the opening of school physical education facilities to the public.

Also, a higher level of sports instructors commensurate with the growing need is demanded. The Ministry therefore established, in January 1987, an authorizing system for appropriate examination programs under which knowledge and skills of sports leaders are examined and qualifications are granted to them accordingly, and authorized such programs in January and September of 1989.

In order to promote sports activities appropriate to every age and physical fitness, the Ministry provides subsidies for promotional programs of sports for all, sponsors the National Sports/Recreation Festival, and began in FY 1989 the Convention of Sports-for-All.
