Chapter 6. Promotion of Social Education
1. Overview


Learning efforts of the people have increased, with the growing motivation and need for learning stimulated by changes of the times. In social changes such as urbanization and the increase of nuclear families, children today face difficulties in building basic habits of life partly due to such problems as the lack of contact with nature and the weakening of family ties.

In view of such a situation, social education policies shall be developed in the following areas : 1)the provision of various learning and counselling opportunities concerning family education, 2) the enrichment of opportunities for youth to have various life experiences in the community, 3) the provision of various learning opportunities for adults, particularly women and the aged, for coping with the era of 80-year life expectancy, 4)the development of facilities and leaders. and networking of various facilities and leaders, and 5) the effective use of various media for learning.
