Chapter 5. Promotion of Scientific Research
7. University-Private Industry Research Cooperation

In response to the various expectations and demands from industries and various sectors of society for scientific research to present solutions to various practical issues, joint research schemes with the private sector as well as a system for contract research on specific problems have been promoted. Also, in order to promote research cooperation between universities and private industries, for example, by executing joint research and cooperating in providing technical education to researchers and technicians of private industries, the establishment of joint research centers at national universities was initiated in 1987 and five such centers were set up in 1989.

With regard to the handling of the results of joint research with the private sector or contract research, procedures for patents have been stipulated, and provisions have been specified for allowing the private partners to have preferential use for a fixed period of time.
