With the rapid growth of scientific research and the accompanying increase and diversification of science information, the establishment of a system for systematic and comprehensive collection of science information and speedy and accurate dissemination has become an important issue.

In April 1986, therefore, the National Center for Science Information System was established as an inter-university research institute open for all the universities in the nation. The center is designed to be the key to the development of a comprehensive nation-wide academic information network connecting all the libraries and computer centers of national, local public and private universities by dedicated lines. It is also instrumental in the promotion of the accommodation of campus networks, the updating of university library functions and the establishment of data bases. Also the collection, preservation and use of scientifically important samples and genetic resources are being promoted.
