6. Student Aid Programs
The Japan Scholarship Foundation has granted loans based on
academic merit and financial need since 1943. In 1989, the Foundation provided
loans to about450.000 students, totalling \166 billion.
Besides the Japan Scholarship Foundation, a number of local
governments and nonprofit organizations carry out student aid programs. Increased
efforts from these organizations are encouraged and expected.
