The present state in several selected countries of compulsory education school graduates going on to post-compulsory secondary education (to be called "upper secondary education" hereafter) schools is shown in Chart 1-14.
As of 1972, the U.S.A. ranked the highest in the rate of compulsory education school graduates who went on to upper secondary education schools, followed by Japan, France, England & Wales, and the Federal Republic of Germany in that order. Viewing the transition in the proportion of compulsory education school graduates going on to upper secondary education schools, it is found out that no major change has been shown in the U.S.A. since 1965, that a marked increase has been shown in Japan, and that steady increase has been shown in England & Wales and the Federal Republic of Germany since 1965 and in France during the l970s.
Next, the rise in the rate of compulsory education school graduates going on to upper secondary education schools in these countries, as viewed in relation to the transition in the population of the comparable age group is shown in Chart 1-15.
During 1965-72, the rate of compulsory education school graduates going on to upper secondary education schools rose in Japan despite the decline in the population of the comparable age group, whereas, in the U.S.A., the rate remained at the same level, with the number of compulsory education school graduates going on to upper secondary education schools growing in proportion to the large increase in the population of the comparable age group. In England & Wales, France and the Federal Republic of Germany, the rate rose in line with the increase in the number of compulsory education school graduates who went on to upper secondary education schools with little change shown in the population of the comparable age group.
