(2) Number of Pupils of the Upper Secondary School Age Group


The number of pupils of upper secondary school age can be estimated from the number of lower secondary school graduates. The latter reached its peak in 1964 and will rapidly decrease until it becomes around 1,600,000 in 1971. A large number of the lower secondary school graduates entered upper secondary schools in 1963, the percentage of upper secondary school entrants being 67.8 percent of the total number of lower secondary school graduates. This percentage is expected to increase gradually to 75 per cent in 1970.

The number of entrants to upper secondary schools estimated on the basis of the above-mentioned percentages is assumed to change as follows; in1965, entrants to upper secondary schools will increase to 1,700,000 due to the rapid increase of graduates from lower secondary schools, and then begin to decrease to 1,200,000 in 1970, assuming the percentage of entrants as 75 per cent.

As previously noted, the upper secondary school population will grow drastically in the coming two or three years. So, a special accommodation plan is being made in accordance with the countermeasure for this rapid increase.

Those who don't go to upper secondary school are divided into two groups: one is the group who attend other educational or training institutes(miscellaneous schools, youth classes etc.) and the other is those who no longer receive any kind of education. If we assume that the present percent age(10 per cent) of those who attend education and training institutions other than regular schools won't change in the future, even in 1970 when the percentage of upper secondary school entrants is expected to be 75 per cent of the lower secondary school graduates,about250,000 of, lower secondary school graduates will not receive any further education or training.
