6. Preservation and Utilization of Historic Settlements and Streets


A line of successful shophouses equipped with udatsu (firewalls) which prospered as a commercial town through the sale of Japanese paper in the former castle town of Mino town, Mino city (Gifu Prefecture), and a line of fireproof buildings serving as storehouses which prospered as a commercial town and which were rebuilt following a major fire in the mid-Meiji period in Kawagoe, Kawagoe city (Saitama Prefecture) were selected as important preservation districts for groups of historic buildings in May 1999 and December 1999, respectively. Also, Tonaki village, which consists of the two islands of Tonaki Island and Irisuna Island, where there still exist traditional red-roofed buildings surrounded by coral walls and hedges of fukugi trees, was designated as an important preservation district for groups of historic buildings in May 2000, bringing the national total to 55 preservation districts in 50 municipalities.

The national government provides assistance to various project conducted by municipalities regarding important preservation districts for groups of historic buildings, such as the preservation and restoration of traditional buildings; the establishment of disaster-prevention facilities; and the promotion of public ownership of buildings and land. Recently, it has placed particular emphasis on the promotion of projects to establish disaster-prevention facilities and projects to make traditional buildings available for public use.

In terms of tax-related support measures, the government has made traditional buildings exempt from property taxes. In addition, starting in April 1998, property taxes for sites on which traditional buildings are located were decreased, in accordance with the circumstances of the particular municipality.
