1. Policies for Improving Regional Sports Environments with a View to Achieving Lifelong Participation in Sport


Policy Goals:

(1) Achieving a society that is active in sports throughout life by giving everybody the opportunity to engage in sports anywhere, anytime and for ever, regardless of physical strength, age, capability, interest, and purpose. (2) The target is to achieve at the earliest possible time a level of engagement in sports whereby one out of every two adults (50%) engages in sports activities at least once a week.

Nationwide development of Comprehensive Community Sports Clubs

In order to achieve, at an early stage in the 21st century, a society in which people are active in sports throughout their lives, MESSC will strive to improve the environment for the development of comprehensive sports clubs through such means as supporting Comprehensive Community Sports Club development projects in prefectures and development projects in sports centers covering wide areas, as well as working toward substantiating effective assistance packages for the development of clubhouses and basic projects. More specifically, by 2010 MESSC will aim to develop at least one Comprehensive Community Sports Club in all municipalities across the nation and at least one sports club covering a wide area in each of Japan's prefectures.

Furthermore, MESSC will encourage the cultivation of human resources, including club managers capable of running the clubs and coordinators to promote the establishment of clubs.

Moreover, in addition to promoting the significance and effects of Comprehensive Community Sports Clubs, MESSC will implement a nationwide campaign aimed improving the rate at which people participate in sports.
