2. Measures to Enhance Student Guidance


Following are the major measures currently being implemented to improve student guidance.


(1) Improving Teachers' Guidance Skills and Reinforcing Student Guidance Systems

In-service training of teachers conducted in schools and provided by prefectural and municipal boards of education is being enhanced, with the aim of improving teachers' guidance skills. In addition, the Ministry of Education, Science and Culture is providing in-service teacher training and preparing and distributing teacher's reference materials.

Teachers exclusively engaged in student guidance are assigned to schools above a certain size to strengthen student guidance systems. Schools experiencing particular difficulty in student guidance are also receiving increased staff allocations.


(2) Improving Educational Counseling Systems

In practice, student guidance frequently requires knowledge in specialized fields, such as medicine and psychology, that are outside the scope of school guidance. For this reason, education centers and similar facilities in prefectures and municipalities are providing a variety of educational advice to meet local needs. As of fiscal 1992, boards of education (school education departments) in prefectures and designated cities had established 254 educational advice agencies or programs employing 1,670 educational counselors. The number of cases involving the provision of educational counseling has increased over the years. The total in fiscal 1992 was 123,198. The Ministry of Education, Science and Culture is implementing model programs for educational counseling in an effort to enhance counseling at the regional level.


(3) Ensuring Adequate Cooperation Among Schools, Families, and Communities

In addition to efforts by schools, the improvement of student guidance depends on the total involvement of schools, families, and local communities. The Ministry of Education, Science and Culture is providing additional support for various efforts at the regional level by implementing programs in designated pilot schools and regions. A wide range of people in the educational community are participating in these programs at both the central and the regional levels.


(4) Enriching Experience of Activities in Everyday Life and Human Relations Through School Education

Student guidance based on medium- to long-range perspectives is vital to the enrichment of schoolchildren's experience of activities in everyday life and human relations. The Ministry of Education, Science and Culture is encouraging such guidance, especially by providing subsidies for outdoor nature classes that enable schoolchildren to experience group residential life in rich natural environments. In addition, efforts are being made to improve teacher quality through the provision of training seminars for teachers involved in activities related to experience of activities in a natural environment.
