PART II Recent Trends and Developments in Government Policies in Education, Science and Culture
Chapter 3. Enhancing Primary and Secondary Education
Section 2. Student Guidance Based on Respect for the Individual
1. The Philosophy Behind Student Guidance

Student guidance is provided through interaction between schoolchildren and teachers, especially classroom teachers, in all areas of educational activity. Its purpose is to encourage character formation and enhance school life. Guidance should not be limited to response to problem behavior by a small number of schoolchildren. Instead it must be based on an active approach to developing autonomy and independence in all children through methods based on respect for individual personality.

Children's environment is changing dramatically as a result of increasing urbanization and rural depopulation, the trends toward nuclear families and fewer children per family, the intensification of entrance examination competition, and increasing material affluence in all sectors of society. These changes are leading to the impoverishment of human relations and children's experience of activities in everyday life, creating a need for the further enhancement and expansion of student guidance.
