Chapter 3. Creating Upper Secondary Schools with Distinctive Characteristics

The aim of upper secondary education is to enable young people to establish a sense of self by confronting themselves as they deal with the various issues of youth, such as decisions about their career paths and their future way of life, and to foster richness of spirit and the qualities needed to live independently so that they can lead healthy lives as members of society.

This is a time of rapid change, including changes in the industrial and employment structures, the shift to an information-oriented society, internationalization, and the aging of society. It is especially important, therefore, for upper secondary education to foster the attitude of lifelong learning, the strength to live courageously, the willingness to learn independently, and the ability to think, judge, and act for oneself.

This chapter describes the efforts that are underway or planned in order to respond to the expectations of upper secondary education and improve it.
