5 Development of Infrastructures for "Social Education"
In order to cope with diversified and advanced learning needs,
the Ministry has been striving to develop and improve "social education" facilities
such as citizens' public halls, public libraries and museums. It has also been
endeavoring to improve the quality of "social education" leaders, as well as
to secure an adequate number of these leaders. At present, various learning activities
are conducted actively in individual facilities for "social education." In the
coming years it will be important to make each facility and each program more
attractive, to secure networking with other facilities and other programs, and
thus to provide people with an environment where they can easily participate
in learning activities. With regard to leaders and instructors of "social education," national
and local governments have been making efforts to provide pre-service and in-service
training for these leaders and instructors. In the coming years, in order to
cope adequately with diversified and sophisticated learning demands, it will
be necessary to strive not only to further improve the quality of these personnel
but also to activate the mutual exchange of information and experiences among
these personnel.
