(5) Strengthening the System for Providing Learning Resource Information and Study Counseling


One of the most important tasks for prefectural and municipal governments with regard to the promotion of lifelong learning, is the development of environments where people can get access to information about learning opportunities and receive study counseling on the content and method of their studies to help them choose the kind of learning opportunities most appropriate to their needs. For this reason some prefectural governments, in cooperation with municipal governments have been developing projects to provide a system for lifelong learning resource information and study counseling for community members at nearby public halls or community centers. Computer networks and databases are being employed to facilitate these efforts. So far seventeen prefectures including Hyogo and Toyama have been developing these services. In addition under prefectural programs for promoting lifelong learning, prefectural governments have been providing information and counseling services through creating and disseminating basic materials for such services and through television and radio programs.
