During its structural reform in 1974, the Ministry of Education, Science and Culture established the Higher Education Bureau and the Science and International Affairs Bureau.

The Science Council submitted two major reports, one entitled "Basic Policies for the Promotion of Science" in 1973 and the other called "Basic Policies and Measures for the Improvement of the Scientific Research Systems" in 1984.

Taking into account the recommendations of the Science Council, the Ministry has been helping developing countries, especially ASEAN nations, since 1978. This assistance promotes scientific research exchange and cooperation under the core-university system or through the assistance to students seeking doctoral degrees from Japanese universities. After 1975, the Science Council and the Geodesy Council submitted various reports and recommendations to the Minister for the promotion of research in targeted research fields which require systematic as well as international implementation, or those fields which require large-scale facilities and huge budgets. The Ministry has been engaged in the comprehensive and systematic promotion of scientific research as recommended by these Councils.
