In and after the first half of the 1960's, universities were rapidly expanded in scale. The administration of higher education and science corresponded to social changes of the time and efforts were made to improve the systems concerned. Thus, the Standards for the Establishment of Universities was enacted in 1956. The quantitative expansion of universities was realized mainly by the establishment or increase of faculties and departments of science and engineering.

In order to address the financial aspects, the Special Account for National Educational Institutions was established in 1964, and the grants-in-aid for scientific research was instituted in 1965.

Concerning scientific research systems, the joint use of some national university research institutes by university researchers throughout Japan was systematized in1953, as a part of the program for improving joint research systems. In 1967, the Science Council was set up and the Japan Society for the Promotion of Science was reestablished as a special juridical person. Then in 1971, the system of national inter-university research institutes was established.
