3 Systems for the Promotion of Scientific Research
1 Organization of National Science Administration


Universities and their related research institutes are the centers of scientific research, the furtherance of which is one of the important roles of the Ministry of Education, Science and Culture. Other government agencies such as the Ministry of International Trade and Industry, the Ministry of Agriculture, Forestry and Fisheries, the Ministry of Health and Welfare, and the Science and Technology Agency, from the administrational standpoint, are engaged in research and development through their establishment of experimental research institutes. The Science Technology Agency conducts the overall coordination of the activities of government agencies relative to scientific and technological research, but research activities at universities and those in the humanities and social sciences are exempted from such coordination because of their respective characteristics.

In order to carry out the integrated execution of the Government's policies for the promotion of science and technology, the Council for Science and Technology has been set up in the Prime Minister's Office as an advisory organ to the Prime Minister. Also, the Science Council of Japan has been set up in the Prime Minister's Office as a representative organ of Japanese scientists.
