7 Promotion of Research Cooperation between University and Industry


There are diverse expectations and demands from industry and other sectors of society for scientific research activities at universities towards the solution of specific problems. In response to these expectations and demands, the Ministry has taken active measures such as the introduction of the system of joint research between university and industry and the system of contract research by which university teachers can be engaged in specific research projects commissioned by industrial enterprises on a contract basis. Further, since 1987 the Ministry has been helping national universities create joint research centers aimed at contributing to the promotion of research cooperation between university and industry by carrying out joint research between the two parties and by cooperating with industrial firms in the in-service training of engineers and researchers employed therein. In 1990 five universities established such joint research centers.

With regard to the results of joint research and contract research projects, the Ministry has laid down definite provisions as to the holder of the patent for these results, and also allowed the industrial side to have priority to use the patent with in a limited number of years.
