f. Improvement of People's Capabilities


The foregoing are not the only areas, requiring high priority of consideration in planning the future educational program for Japan. As indicated at the beginning of the section, one of the basic tasks of education in this country is to assess and train the capabilities of all of its citizenry. Neither economic growth nor desired social development will result from the development of restricted sectors of society or from the efforts of a limited number of capable individuals. The promotion of the welfare of the entire nation is made possible only when all the people can share its advantages and their society is established and maintained by the ability of the nation as a whole. It is therefore essential to evaluate individual abilities and to improve national standards of achievement.

To this end continuous efforts must be made in the future to improve the quality of instruction and standards of achievement in schools of compulsory education level -which represent the national minimum level of education. Equal efforts must be made to raise the national level of student achievement in the general and vocational courses of secondary education, and in the academic and professional fields of higher education.

Moreover, consideration of future socio-economic advances and changes necessitates definite planning to provide the additional training and retraining necessary to meet contemporary needs for knowledge and skills. Recognition of the importance of adult education, or, in a broader sense, social education for the adult members of society, is a world trend. The efficiency of the national investment in education is measured not only in terms of economic gain, but also in relation to the advancement of the welfare of the society as a whole.
