CHAPTER , THE LONG-TERM OVERALL EDUCATIONAL PLANNING--FROM THE VIEWPOINT OF EDUCATIONAL INVESTMENT
2. Factors to Be Considered in Educational Planning
(2) Effective Distribution of Educational Investment
e. Improvement of Teaching Contents and Provision of Physical Facilities
The development of education implies both its quantitative expansion
to offer equal opportunity for education to the people of every segment of society
and the qualitative improvement of the standards of education at all levels.
To achieve qualitative improvement of education requires the improvement of curricula
and individual courses of instruction, the provision of adequate physical facilities
and the development of adequate programs of pre-service and in-service training
of teachers and other educational personnel. The improvement of instructional
content and methods necessary for in-creasing the level of student achievement
must be accompanied by the provision of adequate educational facilities and instructional
tools and equipment. Recent provision of teaching materials which have improved
the efficiency and methods of instruction, increased provision and use of audio-visual
aids and equipment and expansion of such auxiliary services as the school lunch
program and physical and mental health services, represent distinct contributions
to the overall educational investment. Continued improvement in these and related
areas will aid in increasing the qualitative and quantitative improvement of
education. Such improvement in educational contents and physical facilities shows
the investment in education is done efficiently.
