  International exchanges of researchers are essential for development of scientific and technological research.Considering the significance of enhancing international openness of research environment in Japan and accepting more excellent foreign re-searchers into Japan,there are a large number of programs to invite foreign researchers to Japan's universities and other research institutions,including the JSPS Invitation Fellowships for Research in Japan.

  Moreover,implementation of international ex-change from the beginning of a researcher's career is of particular importance because it can be expected to lead to international joint research in the future,and to foster researchers with international perspective.For this reason,the Ministry of Education,Culture,Sports,Science and Technology implements the"MEXT Research Experience Fellowships for Young Researchers"to accept pre-and post-doctoral researchers from the United States,the United Kingdom,Germany,or France into Japan's universities during the summer vacation period,to engage in joint research with Japanese researchers and to interact with young Japanese researchers of the same generation.Else-where,the"Postdoctoral Fellowships for Foreign Researchers"(JSPS)is a program for inviting foreign postdoctoral researchers to Japan's universities and research institutes and promoting joint research with Japanese researchers.There is also a program,"Postdoctoral Fellowships for Research Abroad"(JSPS),for sending young Japanese researchers to overseas universities or research institutions to devote themselves to research.

  Furthermore,the"Cooperative Research Fellow-ship"(JSPS)places particular emphasis on researcher exchange partnerships with Asian countries,by dispatching highly experienced researchers to Asian countries who can contribute to research cooperation.

  Research environments in Japan also needs to be internationalized in order to achieve an inter-national openness that will attract outstanding researchers from both Japan and abroad.Therefore,it is endeavored to improve and expand housing for foreign researchers and services to support for foreign researchers'daily living in Japan.

  As a result of these measures,the number of foreign researchers invited and Japanese researchers dispatched oversea has been rising at Japan's universities,research institutes and others,in Japan. (Figure3-4-1) .
