  In November2002,the MEXT conducted the"Survey of Full-time Equivalency Data at Universities",targeting teachers and doctoral students at all types of universities across Japan in order to gain an understanding of the full-time equivalency(FTE)of researchers at"universities"in the"Survey of Research and Development."

  Additionally,the National Institute of Science and Technology Policy(NISTEP)has drawn up a science and technology indicators report for the purpose of obtaining a comprehensive,objective grasp of scientific and technological activities.The"4th Edition of the Science and Technology Indicators Report"published in April2000is composed of content that improves the points given below,and that can be of use for better planning and proposals of science and technology policies than that of previous reports.The data is scheduled to be updated annually,with the latest edition published in October2002.

1.Improve indicators that demonstrate the progress of globalization

2.Improve indicators that present the challenging areas or weak points in Japan's science and technology

3.Improve indicators used in other countries for the formation of policies

4.Improve notes regarding interpretation of data

5.Improve the reliability and applicability of a comprehensive indicators formed to show the characteristics of the national scientific and technological activities

  A review is currently in progress toward pre-paring the5th edition of the indicators report.
