  The government was the source for nearly all R&D expenditures at public organizations in FY2001,with the private-sector funding accounting for only about1%.

  And the total R&D expenditures at government research institutions decreased by2.1%against the previous fiscal year to1.4820trillion yen,representing about9%of Japan's total R&D expenditures.When looking at expenditure by type of institution,national-government owned research institutions,on the one hand,witnessed sharp declines along with their transformation into independent administrative institutions,and public institutions overall registered declines,despite increases at public corporations and independent administrative institutions (Figure2-1-23).
