  Many people help support science and tech-nology-related activities.The roles they play are varied,from the researchers and technicians,to those who subsides research activities and those who manage R&D,to those who bring the fruits of research to life in the economy and society and those who act as bridges between science and technology and the public at large (Figure1-1-10) .

  In this report,we define"Human Resources in Science and Technology(HRST)"as all the personnel performing work based on science and technology.The collective strength built through the collaboration of these personnel will support the level of science and technology activities in Japan and thus the strength of the nation.Within the extremely broad definition of human resources in science and technology given above,however,this report will focus on a discussion of"researchers"-those personnel who play the central role of creating knowledge at universities and business enterprises.
