1. Quantitative Standard



(1) Papers

Amid numerous papers presented in selected countries, Japan's share is on the rapid increase, indicating that both the vitality and the standard of Japanese researches are high in terms of the number of papers.

(2) Patents

Although it varies with the industrial and technological fields and patenting systems of each country, it is generally conceived that countries with the more patent applications are the more active in R&D at private sectors.

As of 1998, the number of patents applied in the U.S. and the EU is nearly three times of that in Japan.

The number of patents in Japan had remained on the same level since 1990, but in recent years it began to increase. ( Fig. 1 )
